About LEF
On the historic 80th anniversary of the United Nations General Assembly—and just five years before the 2030 deadline for the Sustainable Development Goals—the Learning Economy Foundation (LEF) announced the launch of the Lifelong Learning Passport (LLP): a universal, portable record that connects every learner’s skills and achievements with opportunity, anywhere in the world.
The Lifelong Learning Passport is backed by a coalition of more than 50 global partners, including governments, leading foundations, researchers, technology innovators, and educational organisations like Earth Cubs. Together, we are united behind a shared vision of advancing SDG 4: Quality Education and ensuring that learning is recognised, valued, and transformed into real opportunities.
At its core, the Lifelong Learning Passport empowers individuals to own and carry a secure, lifelong record of their skills, credentials, and experiences—crossing borders, schools, and workplaces. Built on LearnCard, an open-source digital wallet for identity and credentials, the LLP integrates AI-powered insights and access to the Skyway App Store: a global marketplace of AI tutors, learning apps, and opportunity platforms designed around personalised, verifiable learner data.
This initiative is about more than technology—it’s about inclusion, access, and opportunity. As Chris Purifoy, CEO and Co-Founder of Learning Economy Foundation, explains:

Through the Skyway partner ecosystem, learners will be able to apply their verified skills directly to education, jobs, and lifelong opportunities. The goal is bold yet simple: by 2030, the coalition aims to empower one billion learners worldwide with the Passport as a global public good, bridging education, work, dignity, and wellbeing.
